[Speeches and explanatory materials are not included.] The Journals were published as a separate publication from the 1st through 14th Congresses (1790 - 1817) and again since the 83rd Congress (1953 - present). From the 15th through the 82nd Congresses, the Journals are included within the Serial Set.
