Emergencies--Overview

Emergency Procedures

These procedures should be read and understood. In most instances, a supervisor will be present to handle the situation, but in the rare event of an emergency occurring when you are on your own you should be aware of what to do. After such a situation, at a safe time, please telephone your supervisor to report the incident.

Campus Emergency Number: Call 511  (Office of Public Safety) or 215-573-3333 if you are using an off campus phone.

Panic Button: located directly under the desk (accessible to the right hand) at the primary circulation seat, and directly under the desk on the staff side of the circulation book drop opening, and under the desk of the full time staff member. The alarm is silent and must be pressed with two fingers, pressing two buttons simultaneously.

Flashlight and other emergency supplies

  • A flashlight is kept in the supply closet on the shelf immediately to your right in case of a power outage.
  • A first aid kit is also kept in the supply closet and at the circulation desk.
    • You are not responsible for administering first aid
  • Additional emergency supplies for flooding, etc. are kept in the grey storage tote under the circulation desk. Your supervisor will provide further details on the use of these supplies.

Emergency Staffing

  • If your shift has ended and no one has come to replace, you:
    • First call the MPA Library to see if they have an extra staff member who can come and take your place
    • If there is no one available at MPA, call the Librarian at home to notify them of the situation (see Contacts section, above)
    • Stay as long as you can
    • If you have to leave, initiate closing procedures. Tell patrons that the library is closing because of an emergency.
    • Close the library
    • Attach a sign to the door of the library indicating that it is closed because of an emergency
    • NEVER leave the library open when it is unmanned

Fire

If you smell smoke or discover a fire:

  • Sound nearest fire alarm (located next to the fire emergency stairs in the library and next to the stairwell door outside of the library)
  • Tell patrons to leave immediately by stairs.
  • Take the library keys from the desk.
  • Leave by the stairs, closing the library door behind you.
  • Call 511 from a safe location.
    • State name, exact location, and extent of fire.
  • Remain on the scene, but at a safe distance, to receive and direct firefighters.

If you hear a fire alarm:

 Make one circuit of the library, informing library users that the fire alarm is ringing and that they must leave the library.  Grab your valuables, pull the office door closed, and take the doorstop out of the front door on your way out.  Do not wait for library users to evacuate; leave the library yourself. 

The closest stairwell is directly outside the library and beside the elevators.  There is an alarmed emergency exit in the rear of the library if the entrance to the library or the stairwell is blocked.  Take the stairs all the way outside, and remove to a safe distance from the building.  Wait until building or fire officials tell everyone that it is safe to return.  If your shift ends before people are permitted to return to the building, you may leave.

There is a fire door between the Class of 73 and Vagelos sections of the building.  If you cannot evacuate using either set of stairs but can get to Vagelos, please do so.  Library users who cannot walk down the stairs should attempt to get into the Vagelos section of the building. 

If your shift begins while a fire alarm is underway, remain a safe distance from the building and wait for building officials to tell you that it is safe to enter the building.  When you get to the library, open and prop the front door, unlock the office door, and begin your shift.  If the person ahead of you did not log off Alma, please log them out and log yourself on.

In the event of an active shooter situation:

                                                               i.      Your only responsibility is to keep yourself safe.

                                                             ii.      It is possible to lock the library door using the front-door key.  If you must stay in place and are able to safely lock the door, you may do so.  REMEMBER THAT YOUR SAFETY COMES FIRST!

In the event of a shelter-in-place situation:

                                                               i.      Your only responsibility is to keep yourself safe.

                                                             ii.      The library is the shelter-in-place location for the Chemistry Complex, so, you’re golden!  Stay in place until you are told that it is safe to leave.

 Medical Emergencies

  • Call Public Safety (511)
  • University of Pennsylvania Police Department (UPPD) officers will immediately respond to a medical emergency.
  • They will render first aid until arrival of fire department rescue unit
  • UPPD will only transport medical emergencies upon direction of the fire department rescue unit. In all emergency cases, the Public Safety will immediately notify the Philadelphia Fire Department rescue unit.

Disturbed and Troublesome Patrons

  • Eg. shouting, threatening, or abusive behavior.
  • Call Public Safety (511) immediately or push panic button
  • If you are alone at a public service desk, make this very clear to the police when you call.

Patrons Who Refuse to Cooperate

  • e.g. will not leave the library at closing
  • Tell them firmly that you will call Public Safety unless they leave.
  • If they continue to refuse, call Public Safety at (511).
  • Leave a report for your supervisor.

Reporting a Theft

  • If a patron reports a theft, call Public Safety (511).
  • Tell the patron to wait in the library until an officer arrives

Collections Related Emergency

e.g. floods, leaks

During the week, notify your supervisor, who will contact the appropriate parties. On evenings or weekends you will need to contact Rico Vargas, Senior Building Administrator, at 8-8407. Please also call Judith at her home number (see contacts list).

The first priority is to protect the materials. Either cover or move the materials. There are sheets of plastic stored in the grey storage tote under the circulation desk. These can be draped over the stacks to temporarily protect materials.

Bomb Threat Checklist

  • Remain calm.
  • If the threat is received by phone, try to remember as much information about the phone call as possible.
  • Immediately call Penn Police at 215-573-3333. Use a cell phone if possible, in case you are required to evacuate. If you do not have one, then call 511 from a campus phone.
  • Follow the instructions from emergency personnel.

Suspicious Package Protocol

If you notice a suspicious package or object:

  • Remain calm. Notify your supervisor.
  • Do NOT use a cell phone or dispatch or key a “walkie-talkie” type radio.
  • Do not excessively handle or open a suspicious package, as they are usually designed to withstand handling in the mail and activate when opened or when an item is removed.
  • Avoid sniffing the package or tasting any substance associated with it.
  • Isolate the package/letter and leave the area. Close the door.
  • Secure the area to prevent others from entering.
  • Wash hands immediately with soap and water to prevent the spread of contamination.
  • Attempt to verify the sender and/or the legitimacy of the package (i.e., ask the recipient if he/she was expecting a package that matches the suspect package's size and shape.)

If upon opening a letter or package you come in contact with a suspicious substance:

  • Do not try to clean it up.
  • Turn off fans or ventilation units in the area if possible.
  • Isolate the package/letter and leave the area. Close the door.
  • Secure the area to prevent others from entering.
  • Wash hands immediately with soap and water to prevent the spread of contamination.
  • Do not brush substance from clothing.
  • If possible, remove clothing containing substance and isolate for further evaluation.
  • Call the Penn Police at 5-1-1 from any campus phone, or 215-573-3333 from an off-campus phone.

Suspicious or Threatening Phone Calls

If you receive a suspicious or threating phone call:

  •  Listen carefully. Be polite and show interest. Try to keep the caller talking so that you can gather more information about the device, the validity of the threat, or the identity of the caller. Listen carefully for background noises.
  • Notify a supervisor or co-worker and have them immediately dial 5-1-1 from any campus phone or 215-573-3333 from an off-campus phone to notify the Penn Police.
  • Note the phone number of the caller if your telephone has a display.
  • Gather as much information as possible. Ask questions in a polite and non-threatening manner. Write down the exact words of the caller and any threats.
  • Upon completion of the call be sure the Penn Police have been notified.
  • Remain available to answer questions from responding officers.
  • The linked form is intended to be submitted to the Penn Police or any other law enforcement agency.

  • Call Public Safety (511) immediately
  • OR Press one of the distress buttons located under each circulation desk computer
  • If you are alone at a public service desk, make this very clear to the police when you call.
  • If you feel personally unsafe and security has not arrived, please feel free move to a safer location. Your first priority should be your own safety.
